The Indian Institute of Technology-Delhi on Friday joined the liked of IIT-Bombay and IIT-Kanpur by accepting the new format of the Common Entrance Test for admitting students to the undergraduate programme. The new format will come into effect from 2013 and in place of the Joint Entrance Exam currently followed.

The new format will be based on percentile ranking and will retain the existing eligibility condition for students who passed their board examination last year.

The IIT-Delhi senate, which met on Friday to discuss the IIT council decision of June 27, agreed to adopt the new format with certain modifications. It has recommended that a student “has to satisfy either being among the top 20 percentile or have scored a minimum of 60 per cent score in the board examination for admission.”

The meeting was called to examine IIT council’s decision of June 27 which adopted the common entrance test under a compromise formula for admission to undergraduate programme based on percentile ranking of students in their boards. IIT-Delhi and IIT-Kanpur had earlier rejected the common test under a proposed format, forcing the HRD Ministry to float a compromise formula which was adopted by the IIT council.

The senate also recommended that the syllabus of the main and the advance test under the new two-tier format should be identical.

Dean (Academics) in IIT-D Anurag Sharma said, “We have accepted the common entrance test under the format proposed by the IIT council for 2013, but with some riders.”

For 2014 and onwards, he said the senate has resolved to set up a committee to go into the entire gamut of the admission process and “study the experience of the exam in 2013” before making its recommendations.

The cloud of uncertainty over admissions to the elite Indian Institutes of Technology has thickened. In the backdrop of two leading IITs – Kanpur and Delhi – opposing the common entrance exam proposed by the government and two more seen joining their ranks, the IIT joint admission board (JAB) meets in the capital on Saturday to discuss the way forward. The development is crucial because it is the JAB which conducts the IIT joint entrance exams.

The meeting also gains significance because sources said IIT Bombay and Kharagpur too may shortly join Kanpur and Delhi.

On Thursday, IIT-Delhi rejected the single entrance test proposal, deciding to conduct its own entrance exam from next year, following in the footsteps of IIT-Kanpur.

The crisis brewing in the government over the matter can also be gauged by the fact that a meeting of the IIT council, the apex government-nominated body which has decided on holding common entrance tests, is also scheduled on June 27.

“The uncertainty faced by the student community, consequent to the resolutions of the senates of IIT Kanpur and IIT Delhi, requires to be addressed. 

Consequently, a special meeting of the IIT council is being convened on June 27,” the human resource ministry said in a statement.

The IIT council is headed by the HRD minister and includes directors of the seven old IITs. The directors also head the senate bodies of their respective institutions. The senates, as per IIT Act of 1961, are the highest decision-making bodies on all academic matters of the IITs. The council only holds an advisory role.

The HRD ministry, however takes a different view, pointing to an ordinance which states that the council is supreme in matters like holding entrance examinations.

The senate's role, on the other hand, comes only in matters relating to courses and examinations within IITs – which means, examinations after the students have entered the institutes through the entrance exams.

Sources said that 130 deemed universities having engineering colleges currently not under the common entrance exam plan may also be brought in. In that case, there could be opposition from these universities also.

“Any such move would be detrimental to our autonomy and we will oppose it. The government must consider the issues of the private sector and deemed universities before taking any drastic policy decision like in the case of management programmes last year and the common entrance test for technical institutes this year,” said H Chaturvedi, alternate president, Education Promotion Society for India (EPSI), an association of technical and management institutes.

Deemed universities like VIT Vellore, BITS Pilani, Thapar University and Manipal University conduct their own engineering entrance exams. Whether the entrance exam for the deemed universities would be different from the CET for IITs will be clear early next week when HRD minister Kapil Sibal meets them.

“We have rejected the IIT council's proposal and will conduct an entrance exam similar to the one in 2012 because we are worried about the students. No drastic changes will be done and we are joining hands with like-minded IITs. It is not the IITs' concern to follow political mandates,” IIT Faculty Federation president Sanjeev Sanghi told FE.

According to senate members, the council can only advise the IITs and the senate has the right not to join the exam.

“The IITs will not cater to political whims and fancies of introducing the CET from 2013 as general elections are set to be held in 2014,” Sanghi added.

"The uncertainty faced by the student community, consequent to the resolutions of the senates of IIT Kanpur and IIT Delhi, requires to be addressed. Consequently, a special meeting of the IIT Council is being convened on 27.6.2012," said a HRD Ministry release.

Rejecting HRD Minister Kapil Sibal's single entrance test proposal, IIT-Delhi has decided to conduct its own entrance exam from next year, following in the footsteps of IIT-Kanpur.

Prof. Atul Kumar Mittal of Civil Engineering Department at IIT earlier on Thursday termed the Centre's policy as an impeachment on the autonomy of IITs across the country.

"The main reasons are whatever resolution has been adopted by the IIT Delhi Senate on May 2, those resolutions have been rejected by the IIT Council in their meeting on May 12 and 28 May, which we felt is not correct and that is why IIT Delhi Senate rightly has rejected the Council's proposal and IIT Delhi's Senate feels that it is an impeachment on our autonomy," said Prof. Mittal.

"So, it is a broader issue of the autonomy of our IIT system. And then we say what is the way forward, the way forward is that IIT will conduct its own exam, so we have decided that we will conduct our own exam," he added.

Prof. Sanjeev Sangrini, also of IIT Delhi, on his part said that the proposal of the government was an illogical decision as such the IITs would conduct their examinations similar to the previous years.

"So the Senate decided that enough is enough; whatever proposals we had put through, they were not acceded, whatever we had said and the proposal, which came, was a half way proposal, which had a lot of difficulties in implementation and the worse part was that there was insistence that this should be put into effect to 2013; we believe that if this would have been put into effect from 2013 then there would have been lot of problems, when the decision would have been implemented. Also it was an unsound decision," said Prof. Sangrini.

"So, we decided we will not abide by that and what we have done is that we will conduct our exam similar to the exam last time. Now for children who may be confused that how many exams they will have to give, we have also decided that we will get in touch with other IITs, who would not like to follow the Council's resolution and we will join hands with them and have an exam together with them," he added.

IIT Kanpur had early this month rejected the proposed test terming it 'academically and methodically unsound'.

The government had on May 28 announced the new test from 2013, under which aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under new a format of common entrance test, which will also take plus two board results into consideration. (ANI)

IIT-Delhi on Thursday rejected government's single entrance test proposal and decided to conduct separate test. The IIT-Delhi Senate officials said the institute will conduct the exam in association with IIT-Kanpur, which is also against the new format.

Sibal on Wednesday had told CNN-IBN that the new joint entrance exam will start in 2013. Sibal had made it clear that there is no going back on the new entrance test format for all the engineering institutes including the IITs.

In an interview with CNN-IBN Deputy Editor Sagarika Ghose, he defended the new format saying it would help improve the declining school standards and will also help more girl students get into the IITs considering they do well in Class 12 boards.

The trouble began after the HRD Ministry decided to go ahead and implement the new JEE format starting next year. The IITs objected to the decision saying the ministry took the decision without taking their concerns into account, primarily the inclsuion of Class 12 board results for admission. The IITs themsleves have been split over the HRD decision.

New Delhi: Amid indications that it could hold its own exam, IIT Delhi will decide on Thursday its response to the government's move to have a single entrance test for the elite institutes even as the HRD ministry looks set to go ahead with its plans. 

IIT Kanpur had recently decided to conduct its own entrance test, terming as "academically and methodically unsound" the May 28 decision of the IIT Council to hold the single entrance test. 

IIT Faculty and the alumni have been opposing the move tooth and nail, demanding that the new system should not be implemented before 2014. 

They contend implementing the new system from 2013 will put a lot of pressure on students already in midst of preparing for the IIT-JEE next year. 

The government is likely to ask the joint admission board of the IITs soon to prepare the modalities for conducting the advanced test under the proposed common entrance exam. Sources also said that the senates of IIT Bombay, IIT Madras and IIT Kharagpur held internal meetings today about the proposed exam and possible alternatives in the two-tier test. 

The meeting of the IIT Delhi senate comes even as HRD Minister Kapil Sibal reiterated that there was no going back from holding the single entrance test from next year. 

"This is not my decision (on holding the single entrance test). This is a decision of the IIT council which is a statutory authority under the IIT Act. The IITs have by and large accepted this decision," Sibal told a news channel when asked if he was considering going back on the decision in face of opposition from IIT faculty and alumni to the test.

Mumbai: India’s Human Resources Minister Kapil Sibal finds himself on the back foot over a controversial plan to standardise examinations — the so called “one nation one test” proposal — for the Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) and Indian Institutes of Information Technology (IIITs).

Through his decision to scrap the existing IIT Joint Entrance Examination (JEE), Sibal has drawn criticism from IITs, he has shown a willingness to address concerns, commenting in Washington on Tuesday that the IIT council should be permitted to set the new exams.

But the aggrieved institutions now say he has gone too far, charging him with “infringing”on their autonomy. Senators of the influential IITs of Kanpur, Delhi and Bombay are loudly opposing a Common Entrance Test (CET) for all IITs, NITs and IIITs from 2013. They have taken a stand that the CET would increase stress among students seeking admissions to IITs.

The IITs opposing the new exam pattern approved by the IIT Council, at its meeting chaired by Sibal on May 28, have not taken kindly to the introduction of two sets of examinations — the main and advanced exams — on the same day.

New Delhi: After Kanpur, now IIT Delhi has raised questions on the proposed joint entrance exam for the IITs and all centrally-aided engineering colleges. The Delhi Senate may oppose the entrance exam proposal.

IIT Kanpur has already taken on Union HRD Minister Kapil Sibal, rejecting his proposal. IIT Kanpur has said it will conduct its own entrance examination in 2013 and will co-ordinate with those IITs who choose to join their admission process.

President Faculty Forum IIT Delhi Professor Sanjeev Sanghi speaking to CNN-IBN said, "We fully support what IIT-Kanpur has done. They were Left with no option. What IIT Kanpur has done was only expected as IIT's views were not considered by the senate. The HRD Ministry cannot force the IITs on academic issues."

Senate of IIT-Delhi will meet soon and discuss about conducting own exam.
IIT Kanpur Professor AK Chaturvedi said, "Hopes of lakhs of students each year rest on these exams. So the government shouldn't take it lightly. The decision on JEE should be taken after proper research and figures are taken into account."
Terming it as a very important development, IIT-Delhi alumni president Somnath Bharti said "other senates are likely to follow the suit".

The Senate of IIT Kanpur said that the recent IIT Council proposal on admissions to IITs is "academically and methodically unsound and in violation of the Institutes of Technology Act (1961) and IIT Kanpur Ordinances (Ordinance 3.2 (Admissions)".

"....the Senate resolves that IIT Kanpur will conduct the entrance examination for admissions to its undergraduate programmes in 2013," it said.

The decision came days after government rejected criticism of the decision to have a common IIT-JEE examination from 2013.

Sibal had claimed that it was approved without dissent at the IIT Council meeting and had the backing of the senates of four of the seven Indian Institutes of Technology.

He had maintained that he had categorically stated at the IIT council meeting that if "there is a single dissent" he will not go ahead with the proposal.

"The council consists of the IITs, the IIITs and the NITs. There was not a single dissent. It was unanimously adopted. Therefore, I went forward," the Minister had said.

Last month, Sibal had announced that from 2013, aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under new a format of common entrance test which will also take plus two board results into consideration.
